Renewal of a Permanent Improvement Levy for Champion Schools

Twenty Year Old Permanent Improvement levy up for Renewal in November has been successfully renewed every 5 years since first passed.

  • Renewal of 1.5 mill P.I. levy will not increase taxes
  • Renewal will cost owner of $100,000 home approximately $1.30 per month
 
Many needs exist for renewing this permanent improvement levy for another 5 years.
  1. The High School continues to age with increasing roof and plumbing problems, heating, asphalt and sidewalk repairs.
    1. Cost to replace high school parking lot would be about $300,000.
    2. Cost to replace high school roof would be about $80,000 per section (7 sections total to replace)
  2. Renewing the existing 1.5 mil P.I. levy provides on-going funds for another 5 years to maintain the HS building and grounds, bus garage and athletic facilities in satisfactory operating condition.

A permanent improvement levy is most often referred to as a "brick and mortar" levy. A permanent improvement levy is restricted by law to be used only for repairs to building and grounds, unless specifically written for other items. and cannot be used for personnel costs.

  • The OSFC (Ohio Schools Facilities Commission) is paying 56% of the PK-8 building project which amounts to slightly over $17,000,000 of the total $33,000,000 building cost.
  • History has taught the OSFC that "NEW" doesn't mean maintenance free, so the OSFC requires a .5 mill permanent improvement levy to be part of the new construction bond levy. The OSFC places restrictions limiting the District to repairs in the new building to HVAC, roofing, plumbing and electrical.
While the new construction P.I. levy will generate approximately $80,000 per year (cost $1.46 per month/$100,000 home), not one cent of the new P.I. construction levy can be spent on any items not allowed by OSFC for existing construction or grounds.
